Undoubtedly, questions of racism are complex and demand comprehensive solutions that address the social, economic, cultural and legal climates in a particular region. Human beings do not have rights as individuals, but as members of particular groups and traditions within a given context. In the context of Indonesia, the following is recommended as steps toward purging the region of the scourge of racial hatred and its accompanying indignities. IMMEDIATE: I. Indonesian Government 1. The government of Indonesia must begin promptly announcing the progress of the resolution of all cases or incidents of gross violations of human rights being handled by the government.
