Because society is always changing, laws should always change to reflect the times as well. In addition, laws should be open to interpretation based on the facts of each individual circumstance.
Laws are laid down for a society to enforce some order and discipline in the community. When laws are made, they must be formed so that they can be interpreted according to a given situation and circumstance. Also, it is important to note that times are changing rapidly and that these laws need to be reviewed periodically to be in sync with the current working of the society. Rules and laws for a society are generally formulated by experienced and intellectual individuals based on the given inputs and current time. The laws were made keeping in mind the society of that time. But as time goes by, there are innumerable changes in society. In most spheres of society including education, work environment, consumer market, industrial focus, political changes etc.
