believe that although it is unfortunate for some to miss out it is worse for the innocent to die so the guilty can survive. However it is noted that not all those responsible for their ill health can be identified. Tests and scans cannot reveal specifically what caused most diseases in organs; unless carrying a conviction it is impossible to be sure if illegal activities caused the damage. In addressing such a precarious issue, the anticipated long-term outcome; to save maximum lives, must be kept in mind.
