The Basic School: A Community for Learning. After visiting hundreds of elementary schools across the country, consulting with principals and teachers, and interviewing thousands of families, the Carnegie Foundation released a report in which they concluded that there are four essential building blocks to achieving excellence for all in elementary education. These are; building a true community of learning, developing a coherent curriculum, providing a positive learning climate and having a commitment to character.
