the passing of a legislation that proved our national commerce worthy. This act developed a foundation of US-flag shipping and added the assistance of foreign support in times of national crisis or emergency. The act is known as the Merchant Marine Act of 1936(Crowe p. 69). Also, the creation of the Merchant Marine Academy and its original class (1943) helped train midshipmen for the arduous task of delivering goods into hot zones so dangerous a full Naval fleet was needed to help protect their routes. The academy lost 142 midshipmen, the only academy to ever lose enrolled students to their efforts fighting the war (Crowe p. 4). The Merchant Marine Act could not have come during a better time as our country was in dire need of supplies overseas to support the war efforts of our countrymen, although over the decades there are still major problems in foreign commerce that led to a downward trend in the US maritime industry. Dating back to the civil war, U.S. has not been that competitive in ocean shipping. For example, during the early 1900’s, America’s ships only accounted for about 9% of foreign trade tonnage (http://www.globalsecurity.org/military/1992/IRW.htm). Compared to countries such as Great Britain or Spain, these figures are very low as to what they should be. The US flagged fleet has Huzyak 2 fallen from one of the most dominant merchant entities in the world to a 2nd, or maybe even a 3rd tier power. In the past thirty years, the US merchant marine has been on a decline, so the US government should take the necessary actions to revive the ships and other vessels needed to sustain our foreign transportation and commerce, and that will sustain a military sealift during peace and war.
