I would tend to say that Max Weber has had the greatest impact on sociology. Weber being one of the three "founding fathers of sociology, the others being Karl Marx and Emile Durkheim. While Marx believed he had found the base of social order in the economic structure and focused his search on the economic environments in which societies develop. Durkheim emphasized the basic needs of society, comparing it to a living organism and that social integration is necessary for the maintenance of social order and for the happiness of individuals.
