Electronic Document Access (EDA) Vouchers and their Usage by the Defense Finance and Accounting Service (DFAS) and Non-DFAS Users Melissa Hudgins 26 November 2003 University of Maryland University College BGMT 230, Altaf A. Memon Abstract I examine DFAS and Non-DFAS queries on EDA Vouchers to evaluate the increase in usage. The results suggest that Non-DFAS usage is increasing faster than DFAS usage. This is important because it shows that the use of EDA is expanding to a wide variety of Agencies and Departments throughout the Department of Defense (DoD). Currently, DFAS pays the entire bill for EDA Vouchers because DFAS is the primary user and is also the originator of these documents. Monitoring usage and predicting when DFAS usage will be surpassed by Non-DFAS usage is important because once Non-DFAS usage exceeds DFAS usage, the costs associated with operating and maintaining EDA can be shared across the DoD. Given the abnormally long budget cycles in DoD, it is important to get this cost information out to the Agencies and Services at the earliest possible moment to allow maximum time to request funding from Congress. 1. Introduction Electronic Document Access (EDA) began in 1986 as an attempt by the Defense Finance and Accounting Service (DFAS) to reduce the Department of Defense’s (DoD) dependency on hard copy documents. Up to sixteen copies of contract documents were distributed and maintained throughout the DoD by various offices and Agencies. That does not include lost documents and requests for additional copies of documents.
