HOW A BILL BECOMES A LAW
How a Bill Becomes a Law Today I am going to travel with Bill#12345 Secondary Education Act to find out how it becomes a law. There are 16 steps the bill has to go through and pass to be declared a law. First of all, we go to the House of Representatives and the House of Senate. There the houses decide on whether the bill should become a law or not. Then after the bill and I pass through we have to talk to the speaker of one of the houses and they will tell us if we get to be passed on to the committee. The bill passed so I followed him to the committee. The committee works out the details of the bill and makes a draft. Then we go back to Congress. If Congress decides the bill should become a law then they will send him to the president. If the president wants the bill to become a law he will sign it. If not, he can veto it or pocket veto it, which is keeping it for 10 days before he makes a decision.
