Software exists on a computer in the form of files. System files (those that comprise the operating system) are a unique category as opposed to those that are considered applications. The operating system dictates how the hardware functions. It tracks what resources are being used and to what degree, receives the input from devices such as the keyboard or mouse, directs output to the monitor or printer, tests that hardware is working, etc.
